Executive Summary


Vision / Mission

America's Buffalo Soldiers Re-Enactors Association (ABSRA), was founded in 1990 and is presently in its growth stage. ABSRA is in the business of educating and guiding young people of all persuasions, with a special emphasis on youth-at-risk in a no-nonsense military environment via Caring Adults Providing Support And Guidance (CAPSAG). ABSRA is known as an institution that is dedicated to building character by supplying a supervised outlet where youth strengthen their minds, bodies and spirits in a highly disciplined arena via a strict Code of Conduct.


Background

According to the Office of Juvenile Justice and Delinquency Prevention, juveniles still account for 18% of all arrests, some 2.7 million in 1995. Juveniles were involved in 32% of all robbery arrests, 23% of weapon arrests, and 15% of murder and aggravated assault in 1995.

We must continue to focus our efforts on establishing a continuum of prevention and early intervention by building stronger and safer communities.

The legal name of ABSRA is America's Buffalo Soldiers Re- Enactors Association, 9th & 10th Cavalry, 24th & 25th Infantry, dba ABSRA, Arizona Buffalo Soldiers, Arizona 10th Cavalry, A-Troop and CAPSAG

The legal form of ABSRA is Non-Profit (Educational) Organization 509(a)(1) under Section 501(c)(3) Internal Revenue Code. (Numbers available upon request.)

All services from ABSRA have incorporated the history of the Buffalo Soldiers (9th & 10th Cavalry, 24th & 25th Infantry) and military bearing. The capability for mentoring youth is a particularly unique feature enjoyed by ABSRA and our clients.

These combined capabilities provide hope for dysfunctional environments, single family homes and all other parents. This, in turn, is used for building stronger communities by inspiring young people to go forward and make a difference in a positive way.

Overall, we conclude that our services will continue to be viable in the marketplace for generations to come and that ABSRA's future planning and service-related activities will insure a strong market presence.


Objectives

The alternative market for youth programs is growing at a very rapid rate. According to the Office of Juvenile Justice and Delinquency Prevention, (March 1997- Proposed Comprehensive Plan for Fiscal Year 1997; Notice), the market for these services amounted to over $110 million in 1997-- representing an 86% growth over $98 million in 1996.


Management Team

Our management team consists of nine (9) individuals. Their backgrounds consist of fourteen (17) years of marketing with thirty (33) years of corporate development, two (2) members with twenty-seven (30) years of law enforcement, working with youth-at-risk, incarcerated youth and alternative education, a chief financial officer with seventeen (20) years of accounting, administrative and banking experience.

Held every year in October in association with the CAPSAG Golf Tournament - Phoenix, Arizona

In 1995, at the request of General Colin Powell and the Phoenix Mayor's office, AAmerica's Buffalo Soldier CAPSAG Youth Programs were developed by ABSRA with a special emphasis on youth-at-risk of all culturally diverse arena. Development of CAPSAG Omega Academy and Fort Powell, America's Buffalo Soldier Military Academy, college prep boarding school are in progress.

Research and Development

The most typical clients for our services are single-parent homes in high risk neighborhoods, local school systems (public & private throughout the United States), and those who currently use reform/alternative youth programs as a disciplinary measure, to attain respect for themselves, others and their environment. Much of the time and effort of ABSRA during the past twelve (12) years has been spent on researching the history of America's Buffalo Soldiers, and developing a process on how to incorporate America's Buffalo Soldier Legacy into programs to help guide America's Youth.
